The Strategy and Practice of Blended Learning in Open and Distance Learning: Experiences from GDRTVU

In this paper we introduce our experiences of blended learning for open and distance learning in our university in recent years. We form our basic philosophies to implementing blended learning and make one blended learning system with 10 subsystems, which is consisted of online learning environment, instruction design, interaction, space, time, curriculum, learning material, community of practice, instruction behaviour, and learning support service. We analyse their components and roles based on system theory, distance education theory, virtual learning community, instruction design, network flow measurement, and feedback information analysis method. We give some practical strategies, which include knowing and analysing our learners' characters, getting and analysing the feedback information, making compensated instruction dynamically, providing support services for different needs, integrating learning materials, forming virtual learning community, and introducing knowledge management.
